ps4 or tv issue?

I noticed recently on my ps4 that there is a outline from youtube on the browser in the background when I go to the home screen is it my console or the tv doing this.

Update:

I know you cant see it now in the picture but there is definitely a outline of the web browser always in the way

    Switch to a different input on your TV, such as where your cable box or DVD player is connected. If you still see the outline it's from your TV.
