Well .. it would be if it wasn't already in Travel > Mexico > Ixtapa-Zihuatanejo

One or more Level 7s with the ability to move questions. I find R&S questions (and Qs from other categories) misplaced all over the site, and I return them where they belong when I come across them. The crazy question moving is happening in many categories, including this one (Yahoo Answers).

Often they'll end up moved to some other inappropriate category, once again. The level of maliciousness of some users is quite high. I fail to understand what they get out of doing it, other than perhaps some weird (tiny) sense of power or control (which says a LOT about their lives offline).

I can't say, but have noticed that it's what often happens to trolls who insult others, either directly or through innuendo. .
