IRS doesn't communicate but through writing. If you got an email or a phone call, scam.

The website (either Pay Direct or you are setting up a personal account to get transcripts) is using modern techniques to verify you are who you say you are.
If you don't have a real credit card or a cell phone in your name, you won't be able to pass security.

If you're thinking you're being scammed... YOU LIKE ARE BEING SCAMMED!
The IRS only contacts people by mail (not by phone nor e-mail) & then they would only ask for specific paperwork, like your W-2 or similar tax-related paperwork as well as your SSN or Tax ID. The IRS nor any government organization gets access to credit card details (like your card numbers) for ID purposes. Typically they require a warrant to get access to such information from the credit card networks (like Visa, MC, AMEX, ect.) for criminal investigations.
Loan information may be included in your tax returns as part of your deductions (if you chose to itemize things instead of taking the standard deduction), so they generally don't care about it.
The ONLY time the IRS will utilize any credit card details is if you're trying to pay your taxes with said card. Even then, they may only ask for the last 4 digits (as they'll never fully disclose the card number for security reasons). The usage of your credit card would be initiated by you, as the IRS will never directly ask for it (as it's your choice on HOW to pay... as checks & money orders are typically accepted).
If you're seriously concerned about this, please contact the nearest IRS office to you to address this.

By what method did you receive this communication from the IRS ? The IRS does not phone or e-mail people.
Call an actual IRS office in your area and ask about this matter. Being asked for a credit card does sound very scammy.
