I will be going to top of the rock (Rockefeller center) I would be paying with my moms credit card I have her permission would they allow it?

Buy them online in advance with your mom's credit card. You can print the tickets or have the email confirmation scanned from your phone when you arrive. That also saves you the time of waiting in the ticket line; in addition, you often find that you have to wait several hours after buying the tickets before you are allowed up, because the tickets all have a designated time associated with them. Buying in advance saves you that wait too.

Order the tickets in advance from your home computer and print them out. It is unlikely that they will give you any trouble when you present them at the entrance.
