It's up to the manager, but usually you throw more than less. It's the same with other places, like McDonald's. When I order a 20 piece nugget, I get like 5 BBQ sauce dipping things. With Taco Bell, since they buy in large bulk, I'm guessing it only costs them 1 or 2 cents for each packet. It's a throwaway condiment. A lot of people don't even use the whole packet and toss the rest of it. Anyway, it's rolled into the cost of the food. So, if everyone started walking in and taking large amounts of packets, the price of food would go up.

Because there is a Taco Bell law on sauce packets. It's either give the customer 2 packets of sauce or 1,000...Same rule applies for napkins.
