If you've replaced the hard drive, you need to install the full PS4 upgrade firmware package, it's about 1GB in size. If you only have the smaller updater package (200-300MB) then it'll complain.
When you download it from Sony's site, there's a link that says "Update" and another that says "Fresh Install". You want the second one.
