But This 34,000 is IN dollars even though I live in france I used the google exchange rates to exchange it

What matters is if you think it is.
Where I live, a 20 year old could easily live on that amount and could save money. In a place like New York City, the person would struggle to get by.

Rather depends on the currency. If you're in Britain, that's 34000 pounds, or about USD45000, which is great. If you're in india, that's 34000 rupees, about USD500, which sucks.
