How to go about changing policy for police chases?
So many people are killed and injured in police chases, half of them innocent victims. We have had innocent people killed in police chases for things like stealing a car.
I guess I mean who do you contact, can you do it through gathering signatures - basically who makes the rules
concerning this?

If it is your Locals, Then you start with the Mayor and City Council, to get them to lean on the Police Chief.
If it is County, The County Administrator.
If it is the State, then the Legislature, via the Governor.

Change comes via the law. This can be at the State Legislative law, County via the Commission, City via the police, mayor and city council. Thankfully many have done this, but; what was the severity of the chase to egin with that escualtes the response. A car theft fine chase and drop since radios are faster the cars. This chase becomes a felony for theft and a felony flight for the chase. So if the car stolen is usd in a robbery or a major crime beyond just a theft, a chase for apprehension will occur due to the severity of the crime(s) associated with the chase.

Cops should transition to tracking and tracing since the tech is already available. They should have a priority:
1) 'Tracking' weapons, (guns that fire tracing devices or paints into or onto fleeing vehicles or persons);
2) 'Less lethal' weapons, (guns that fire disabling projectiles or tasers);
3) 'Lethal' weapons, (guns that are designed to kill or maim).
We have all three. Is there a reason 'we' keep shooting unarmed kids and plowing $120,000 cruisers into old ladies?
It's more fun?

i mean... do we let people get away? This is where it gets difficult. if someone say murders a person and then flees the scene. Do we chase them? of course we do. But how fast do we go? at what point do we say that this murderer getting away is less important than the danger to the public. it is not an easy answer. ya know? IT gets even harder when you throw in things like car theft. The lawyers would have a field day with the fact that they let one crime go and chase another, when everyone is innocent until proven guilty...
I guess for me. if someone runs, in most states that is a felony. So the police give chase, and if someone dies during that chase that is 1st degree murder. A death caused during the commission of a felony is murder 1. charge it as such. That will likely lower the number of people running. You don't wanna risk a murder rap if you just stole a car.
