Native English speakers only, "be the first to make friends"?

How would you say the sentence below? Thank you very much.

1. Tom is too shy to be proactive to make friends with others. (I mean "Tom should not wait for others to come over and make friends with him. Instead, he should first go over to others and make friends with them.")

Tom's shyness is limiting his ability to make friends with others and be proactive.

but "proactive" is not an "everyday word" its a "college word" or something used very rarely like a cuss word to emphasis something.

  • Tom should be more proactive in making friends.

    or,

Tom is shy, he should be more proactive in making friends.
