U.K.) will a single 15kg dumbbell do anything for someone starting out,?

I’m male aged 28 182cm tall lanky and any shirt hangs off my tiny frame.

I do 10 sets of 100 of holding one end of it and lifting it up and down with both hands like a plate

Yes, it will be helpful to you, it's better to start out with small weights, lifting slowly and getting the full range of motion, rather than using heavy weight that your body isn't ready for yet.

If someone uses heavier weights and has to swing them up fast rather than using their muscles to bring the weight up slowly with full rage, is wasting their time.
