Yes, you can wash your hair while taking a bath while using a tampon but showering is much cleaner because you're not soaking in the dirt and bacteria from your body.
You could take a quick shower and THEN take a bath.

I don't know can you? Do you have a coordination problem? Taking a bath while on your period is just disgusting!
