They can't make an easement that includes part of your building. It can only be part of the land. You need an attorney fast.

what is this easement to be used for? underground utilities? overhead utilities? streets and highways?
btw, you'll need to prepare to bargain with or sue the city. Your attorney's fees will be part of what you demand the city pay, so don't get to fashed about the size of the potential fees.
