cannot unrar files using the decompressor app for Mac?
it keeps asking me to grant permission to unrar the files,
I have read and right permissions as the admin but it still doesn't work.

You only need read permission on the archive itself, but you will need read and write permissions for the directory or directories you are extracting to, and also to any existing files you are going to overwrite. Try creating a brand new directory to extract, one that you have full access to, and then move files to where you want them.
First, though, I'd try using the tool to just list the contents of that archive. If that doesn't work, then there's a problem with the rar tool (maybe reinstalling would work?) or with the archive (but I wouldn't expect that error message.)
I'm not a Mac person, or anything Apple made after the Apple ][ and //e series. You might try another tool if the one you have isn't working. There's a list (ad-sponsored, of course, but there may be some signal among the noise!) here:
