How do I check if a problem with android phone is a hardware or a software problem?

There's this problem with the camera of my android phone. It says "Can't connect to the camera. Please make sure to close other apps that may use camera or flashlight". This problem arose when I sent my phone to repair some other troubles in it. I can't even find the camera and flashlight app in Settings>>Apps>>All. So I just want to know if the problem is with the hardware or software. How do I find out without opening the phone's hardware parts??

    Use a different camera app.

    It would help to know what the "other troubles" were. Can we assume the camera was OK before you sent the phone away? What is producing the error message - is it an app or a system message?
