Is not wearing a bicycle considered probable cause?

    QUESTIONS IS BROKEN ENGLISH.

    Bicycle helmets, required for all youths 13 and under. Parents and guardian will get in some type of trouble if youth gets hurt depending on severity. Also depending on area if child is caught not wearing one.

    Other than age Being stopped for non-use of helmet is not enough. Officer is probably seeking reactions, see if person will stop/run, up to no good...

    How the F*&$ can a person wear a bicycle? It's not like a shirt or a pair of pants. It is OK to sleep with your bicycle though.
