Port Forwarding?
I have an optimum router and whenever I try to follow any person's tutorial on how to port forward (for a personal and small Minecraft server), I get to the optimum router page and it says absolutely nothing about port forwarding. I have no idea how to find the option. I open up the command prompt and get the numbers I need, but I then just need the place to put them.

Some routers call it something different (instead of port forwarding). Thinks like "virtual server" or some other term/tab where you can specify ports and IP addresses.
Like Richard says, it would help if you posted the model of your router, so we all can look it up...

What is the make and model of the router? Edit your question to add these details as an update to your question.

Not every router will have that type of functionality. It looks like your router does not.
