No legal reason why not. Maybe some practical reasons why it would not be good.

No rule stops them from doing this. Both jobs are full time positions. At the professional level this becomes difficult.

Rarely but yes they can... Currently in the Conference South, a club called Billericay Town have this. Their owner Glenn Tamplin is also the manager. This led to the hilarious situation at the end of last season...

The Billericay Town board comprised of Glenn Tamplin have decided to accept the Billericay Town manager Glenn Tamplins resignation as manager of Billericay Town.

    A week later

The Billericay Town board comprised of Glenn Tamplin after an extensive search have decided that former manager Glenn Tamplin is still the correct man to take Billericay Town further so Glenn Tamplin has reemployed Glenn Tamplin as manager...

To be honest Billericay Town, despite their good points are a bit of a joke at non league level
