I would just naturally assume that's more of a movie construct.

Why build something to purposely blow up?

Perhaps some top secret sites....you don't want falling into enemy hands, but even then........it's more likely you would just destroy them, from the outside, with missles or something, then BUILD IN, a self destruct button.
