Was Muller appointed to investigate pre election COLLUSION or was he appointed also to investigate unrelated crimes in the administration.?

Update:

and did Sessions recuse himself from participation in the investigation of all crimes ( I e non collusion crimes)?

    He was appointed to investigate Russian / Trump collusion, but if in the course of an investigation, he becomes aware of other crimes, it is his duty to enforce the law and not ignore crimes he becomes aware of.
