Is it possible to lose your accent?
My dad is learning english and he has an accent, my mom told him that he will forever have that accent no matter how much english he learns, is this true?

When you're past a certain age (usually early teens), it becomes almost impossible to reproduce or even distinguish sounds that don't occur in your native language.

i dont think its possible 2 lose your accent. i have a friend who has a certain accent, and despite training, h e never lost that accent

Accent is just tweaking your pronunciation.
So of course it is possible to change your accent. Here's a quick and dirty example:
A comedian (I forget who) said if you want to improve your French accent, keep your purse lips away from your teeth while speaking. Almost like you're in mid-kiss while talking.
As a side effect, this also makes any language you speak have a "French" accent.

Often people do not really know what they mean by accent.For the past 60 years English has been my daily language.I have spoken and known English much longer than most native speakers.I am 79 now.
Sometimes people detect some kind of accent even with me.

My French friend says that, when I speak French, I have no American accent. Concentration, some talent and a good ear will make a native out of anyone.

Yes it's possible, but not everyone has the same ability to change accents as an adult. Your mother MIGHT be wrong, or she might not. We can't tell you for sure, because we don't know your dad or his language abilities.

Some people keep their regional accents, some people's accents weaken individually over time. English or Irish people who've lived here for a long time have often told me that people back home tell them they sound Americanized, even though they don't sound at all American to me.

'Accent' means 'how you speak'. If you speak you have an accent. A Texan living in Cork will sound very foreign to the Irish people living there, but if any of them were to go to Texas THEY would all 'have an accent'.
It is possible to change your accent, by learning to speak in a different way. Your accent will evolve with time - either with practise or simply living somewhere new. However the simplest way is to study how to change it, usually with elocution lessons.

Generally speaking, if you learn a new language before the age of twelve or thirteen, you can lose your accent. But I know people who came to the US earlier than that and they still have a bit of an accent.

it's simplier to adopt a foreign accent when you're young, otherwise it's almost a mission impossible. i don't see why he should change it. if people can understand him correctly the problem doesn't exist.
