jack crevalle as bait?

I live in Ormond Beach, Florida and last couple times I went surf fishing and cast netted for bait, all I could pull out was loads of little 3 inch (roughly) or smaller jack crevalles. I m pretty sure there are size limits on these does that mean you can t use them as live bait either? and if you can, are they good bait?

Update:

found out there isn't a size limit so that answers that, still would like to know if they are good as bait when they are that size (about 3 inches) and should I use them as live or cut etc...

    If you cannot keep them, you cannot use them as bait either.
