Why is a programme i'm trying to download telling me that a 32-bit version is installed when i uninstalled it? Help.?

If you were the one who initiated the download then there should be no problem. The program would be downloaded and you should be able to start installing it. If a previous version of that program is found in your computer then the installer should take care of uninstalling that first before the actual install begins. If multiple versions of the program have been installed then the installer should be able to take care of them too. If you manually uninstalled the previous version and unconsciously left remnants of the program in the computer then the installer may be able to detect that and would come out as if you haven't uninstalled the previous version yet. Again, the installer should handle that without problems.
In the rare case that the installer stops because there is a previous version installed, you have no choice but to uninstall that previous version manually. If you already did then I'm guessing this program is a free limited version which already expired and even if you uninstalled, there are still indicators in your computer that you already used the program and if you want to continue using it, you should pay for it already.
Otherwise, call the program's hotline.
