Why are young bald and balding people are judged more harshly than someone with a full head of hair (not just those who shave their heads)?

As a society, we still tend to judge anyone who shows signs of aging as in some way weak or inferior. Women usually have a tougher time of it than men, with traits such as grey hair and wrinkles being profoundly taboo for women, but a sign of wisdom and worthy of respect for men. Male pattern baldness is one of the few primarily male traits of aging that isn't viewed positively

As long as they don't try the dreaded combover or any other way of hiding their baldness and they keep that horseshoe of hair very short or shaved does anyone really care.
