Originally, dessert was the final course of a meal, consisting of fresh raw fruit and nuts (to be cracked with nutcrackers). Then it started to mean the earlier course of sweet dishes, and that meaning has stuck. Cheese is a course in itself, either before or after dessert, according to your custom. In France it's served as a bridge between the meat and the sweet course; others prefer to serve it at the end of the meal.

No, desserts are usually sweet based. Cheese is served AFTER dessert.
