Because thats the Limit for Level 1 users Yahoo has a Limit on the Number of Questions you can Answer a Day to Prevent Spam and Misuse on the Site

Once you Reach 20 Questions you have to Wait til the Next Day to Answer more

TO prevent users from the **** spamming/trolling excessively with a new account. With limited ability to post, less havoc can be done by a new account, before it gets suspended. That's why the low limit was put in place. You only need hit 250 pts to increase your question/answer capability, and it doesn't take long to do that.
