I answered someone's question and they made a comment.
I answered the comment but it will not submit.

If you're able to click the "Comment" link to the right of their post, then you should be able to submit a comment. Refresh the page and try again. If they've got you blocked, you shouldn't see the word "Comment" to the bottom right of their post. It's always possible someone could have blocked you after you made your first comment.

ask a clearer question. usually a comment is made on an answer

You should be able to Unless you are Blocked if its not Submitting its Possible the Person who your Replying to may have Blocked you for some reason

If you don't see a place where you can comment, they may have blocked you.
