My friend asked me if there is a place where you can peacefully have the convenience and the amenities and the opportunities available in a major city, and where the ethnic or racial minorities, are also culturally among the majority, fully integrated into mainstream society,..

Where the people there use what the city has to offer to them and takes advantage of it.

I said sure there is.

It's called Europe

Its called London, Glasgow, Lisbon, Madrid, Paris, Lyon, Amsterdam, Berlin, Hamburg, Stockholm and Oslo...

Rome and Naples...

That's what its called.

    There is no place where racial and ethnic minorities are "fully integrated into mainstream society". By integrated, most white people mean "sit down and shut up." Europe has the same tensions with the refugees from war-torn Middle Eastern countries as the US does- on top of the immigrants from former colonies who came in to do the manual labor after WWII when Europe was de-populated.

    That said, many European cities are lovely, and easy to live in because of good public transportation.

    You must not watch the news. Europeans are complaining how refugees and immigrants have ruined just about every major city in Europe.

    From what I understand, the EU dictates how many refugees each member nation has to take inn. These countries can not control the influx of people coming in who have no interest in becoming part of European culture.

    The country who has done the best at keeping immigrants and refugees away is Japan. Maybe Tokyo would be a better choice.

    Yeah, it's not perfect there either, because nobody anywhere understands what "an economy" is nor what that should be. Any time any currency changes its exchange rate with respect to other currencies, someone's going to be fretting.
