Mechanical problems are usually visual, you can see that something is bent or broken or missing. A Technical problem could be Electrical and you can't see it but you can test for it. Hydraulic system problems are also Technical and you need to test both Electrical and Mechanical devices to find the problem. All forms of finding out what is wrong is called Troubleshooting.
