How would you have handled this? A co-worker wants a I'm sorry because the person has an "issue" with her?

and talked about her behind her back. The other person does not have an issue with the co-worker and doesn't think she needs to say sorry so she told her that she don't and said if there was an issue with it that she would not be friends with her.

I would totally get out of the way and not involve myself at all. Unless I was their manager.. in which case I'd tell them to act like professionals and either bring their trouble to me or get it OUT of the workplace.

Until evidence is shown can't do much about it. You can't expect anyone to give an apology they're not ready for. Just focus on your work and keep distance. If it gets worse and if it affects or interferes with work performance and there's proof, get a manager on shift involved.
