Is "BEING" Drunk a forgivable "EXCUSE" for CHEATING ?
EXCUSE (verb) an attempt to lessen the blame attaching to (a fault or OFFENSE ) to seek to defend or JUSTIFY an action
CHEATING ( verb ) to act DISHONESTLY or unfairly to GAIN an advantage
FORGIVENESS or to forgive ( verb ) when a person stops having the emotion of anger or RESENTMENT toward ( someone ) for an OFFENSE flaw or mistake ...
.. based on the presented definitions ..
. its TOTALLY in the CONTROL of the person who was effected by the offense ..... the FORGIVER..
.. the issue now become if Bob engages in a behavior of Drunkenness ...and drunkenness ELICITS behaviors of CHEATING
...BOB can now claim lack of blame because Drunkenness becomes the causation ..... Now even if BOB is NOT DRUNK and CHEATS ( infidelity ) he can just LIE and say he was drunk..
. because .. now the FORGIVER has accepted DRUNKENNESS as a causation .. and as an excusable contributing factor ..
.. which becomes a slippery slope.... what else will the FORGIVER accept .....because now the RULES have changed but only one sided .
.. can the FORGIVER ... engage in drunkenness which elicits cheating ..( now acceptable ) .and like wise be forgiven ..
. might go to . the definition of a FOOL a person who has been TRICKED or DECEIVED ...gullibility and credulity ..
... in life ... its all about what a person will TOLERATE and .. to what point they SAY NO more and WALK away ....
.. there are a lot of FISH in the SEA
like FISHING you can HOOK one and keep it
and you can also LET it GO
or wait for the forgiver to turn into Lorena BOBBET ( 1989 women who cut off her husband John's penis while he was sleeping ) ) to show up with her knife one morning and claim she was DRUNK which is now acceptable to JUSTIFY a Behavior

I think cheating can be forgiven but a lot depends on the circumstances. I don't think any excuse should be used over and over. It should certainly not be used to justify cheating.
However, people make mistakes. Sometimes big mistakes. Those big mistakes are all the more likely when we are intoxicated. If it happens once, it doesn't have to end a marriage, a couple can work through it. Forgiveness can be earned if the offending partner is truly remorseful and is willing to make amends.
Not if it keeps happening, of course. But if it happens once.

If drunkenness was an excuse for irresponsibility, there'd be a really strong argument that drunkards are the freest and wisest men of all.

Not in the slightest. There is a saying, "We say and do drunk what we only think sober."
