Why does every website force you to make an account you don't want just to use the website once?

And why do some websites not only do that but also force you pay when it's something you shouldn't have to pay for.

Not all web sites do that. If the web site wants money, don't go there. Search elsewhere. As for registering and creating an account, what they want is your email address so then can spam you. Create a special Email Account (GMAIL) for this purpose. Use this new email address to sign up on web pages, that way your primary email will not get spammed.
