Air. If you judge it on how long you can survive without one, air is the winner by far, and to be honest that's all I see in this question. If the question was quality of air or quality of water then it would be a lot bigger of a discussion.

You do not say for what. For terrestrial animals both are necessary. We humans require BOTH. You cannot say it is a case of one or the other. If you wanted to know which you could survive without for the shortest period of time it is air. Cut off your air supply for a number of minutes and you are dead. You could survive days without water.

How long can you hold your breath? How long can you go without a drink of water? (unless you're one of those people who have to carry a bottle around like a life support system).
