Why is the Public Service Electric & Gas is doing the kWh readings for on the same readings is being computed 2 times of diff. values why?

My direct question is why does PSEG allows outsider to intervene in its kWh readings so that I am getting 2 charges from such one from an outsider (Respond LLC) and of course one done by PSEG itself. I reported this to its CEO but I did not satisfy my needed answer. Got it?

Sometimes they use an ESTIMATE for intermediate use.
And only actually READ the meter occasionally.
Sometimes a person has misread the meter and when it is read again the mistake is noted and corrected.
And sometimes there are "rounding off" rules to be used to simplify billing processes.
Without more information I can only guess what might be involved in your particular case.
