I know this might sound like a weird question, but how many small puppies could I keep in a large playpen?

Human "play-pens" may be unsuitable (unsafe) for small breed puppies. You DO NOT want any openings large enough for a head to get STUCK though, where the puppy could strangle or get hung-up.
Floor space (square footage) dictates how many puppies can be comfortably contained, given they need a separate area to go potty from the sleeping area, once mobile. And you have to know, whether the mother will be allowed inside to nurse, OR NOT. If she also needs space, you will need to account EXTRA for that.
