Best in what way? What is "cheap" to you? The best of anything is almost never the cheapest, you have to pay for quality. Do you want to cruise to Singapore, from Singapore or around Singapore? Work out just what you are trying to ask before you post.

Best is a matter of opinion. Cheap is also a matter of opinion and usually connected to your economic status.

It would be difficult to cruise IN Singapore. But you could cruise AROUND Singapore, or to or from SIngapore.
