Who waits over 2 years to call a national emergency?

Think of it like this, it took our government decades addressing this emergency and doing nothing, it only took a nonpolitician 2 years to call it what it is and actually do something despite the obstruction.

It's a perfect strategy: "do as I say and call it compromise or maybe I will declare an emergency and get what I want anyway."

I do get a kick out of Trump mulling over whether or not to call an emergency to bypass Congress, and dragging this decision out over months. There either IS an emergency, or there is not. You don't say "You know what, in 6 months time, I'll declare an emergency for this".
