The lady involved in the accident only broke her wrist and has accepted his apology, albeit a bit late in coming.
He has given up his license and no law was broken so what is the problem?

In accidents that do not cause death or serious injury, most people involved are not charged unless they were blatantly breaking the law by drink-driving or using a mobile phone.

I just hope the insurance company is paying for any compensation ,or do the royals not need insurance

There is no point in "charging him" now.
If he had been charged the penalty would probably have been having his driving licence taken away .. and he's already agreed to give it up.
