It's only creepy if you are staring and smiling at them, without saying anything or approaching them. It doesn't matter if you're good looking or not.
If you make eye contact with a girl it's okay to make a small quick smile and nod at her but if you keep smiling and staring at her that'd make anyone uncomfortable and think you're a creep.
