No because no one showed any interest in the game on ps4. Therefore, they didn’t even bother to develop the ps4 version.

Yeah you can, need a ps4 running 5.05 fw.. jailbreak it.. install linux and then run an nes/snes/etc emulator to play mario games..

Considering that Mario is the intellectual property of Nintendo (& created by Shiguru Miyamoto), Mario & friends will NEVER appear on a rival console (from Microsoft or Sony) as long as Nintendo remains in business. This unwritten rule has been in effect since 1995.
Prior to this, some Mario games have been made available on other platforms which weren't necessarily considered rivals to Nintendo.
* Donkey Kong & Mario Bros. were released on the Atari 2600 by Nintendo (prior to Nintendo getting into the console market with the NES within the US)
* Hudson Soft (now a subsidiary of Konami) created a "Special" line of games for NEC-PC8801 and Sharp X1 series of Japanese PCs (Super Mario Bros. Special & Mario Bros. Special)
* Phillips created "Hotel Mario" for the CD-i.
* There's various PC games featuring Mario as well for "edutainment" titles like Mario is Missing, Mario Teaches Typing, Mario's Time Machine, Mario's Early Years series (geared for preschool) & Mario's Game Gallery (which is the first "Mario" game which features Charles Martinet as the voice of Mario).
Since then, Mario has been tightly controlled by Nintendo & has only done collaborations with other companies (like Square Enix for Super Mario RPG, Intellegent Systems for the Paper Mario series, Alpha Dreams for the Mario & Luigi series) for Nintendo consoles. It wasn't until the partnership with DeNA & the release of Super Mario Run to be the first non-Nintendo platform in over 20 years to host Mario (on mobile devices).
The next Mario title for mobile will be Mario Kart Tour that's currently slated for this Summer (2019).

No you can't, Mario is an IP owned by Nintendo which means it's only available on Nintendo consoles. Only time it appeared on other systems is when they did Mario Run which were on mobile devices, it isn't a real Mario game though

If you mean Super Mario. No, the Super Mario series is exclusive to Nintendo.
