How to remove certain parts of a video?

Update:

I'm doing a video group project and need to remove certain unusable clips from our footage, but I can't for the life of me figure it out.

Are there any programs that will let me pick out certain parts of the video and remove them entirely?

Keep in mind I'm a student and don't have the money to actually buy any programs- I'm relying entirely on free, ad run businesses. I'm willing to put up with some popups to get a good grade, so long as there are no viruses.

I'm on a Windows computer.

    Windows 10 (1809) now has Movie Maker 10

    START → Scroll down to Movie Maker 10

    If not installed click on STORE (TaskBar) → SEARCH → Movie Maker 10

    You'll need a video editor like: OpenShot,VideoPad,VSDC Free Video Editor,or Movie Maker (found in the Windows OS). If you have Windows 10 there is a free version of Davinci Resolve available.

    even windows movie maker, it is easy to use.
