I'm gonna assume that you meant “If not for the United States, would there still be wars?”
The answer is almost certainly here have been plenty of wars from before the USA existed, and plenty of wars completely unrelated to it.

That's the rapist's argument about his victims -- if only they would not resist , there wouldn't have been the need to violently rape them .
