Is it considered mail fraud to keep a package/ mail that isn't meant for you?

I think someone is receiving my packages by mistake and keeping them.

    It is not mail fraud but is IS theft but you need to know who is receiving your packages. If the packages are being sent via the postal service make a complaint to your post office. Just bringing the issue to the light of day will probably stop it.

    Knowingly keeping mail actually addressed to someone else can be considered theft. It CANNOT be mail fraud.

    If the mail is delivered to their house, it is not theft nor mail fraud. A person has no legal obligation to return to sender or redirect the mail once it is deposited in their mailbox. Ethically perhaps, but not legally.

    It's theft. It would be fraud of someone impersonated someone else. It is FEDERAL theft.
