No.
But if someone doesn't like how they look, this is their unconscious attitude, and surgery won't change THAT.
They will still not like themselves, and their nose is just an excuse for not facing the fact deep inside they don't like themselves.

Makeup may make it look better but there’s no way to actually change it without surgery

If you mean a broken nose, it depends. In severe cases it's surgery. In mild cases, it will heal on its own. If your nose isn't broken, it needs not fixing.
