What do you mean by "recipe"?

I have a two-bin compost system. I use the static pile method (I don't turn the pile). I have a fan that pipes in air at the bottom of the bin for 30 seconds every half an hour. I have compost in 30 days. I have dirt in 60 days. The compost is over 160F for the first week or so which kills all weeds and seeds. No flies. No odor.

I bought the plans for my system from a company called O2 Compost and built it myself. Best money ever spent. I have two horses on 1.5 acres and my place is clean, no smell, no flies and I don't need a tractor either.

I do not put straw or (undigested) hay in my compost bins. It takes too long to break down. I use pine pellet bedding. You need carbon to break down the nitrogen.
