what does it mean to file a motion with the court and provide notice to the District Attorney's office?

I followed the instructions to send in a record clearance form for expunging a misdemeanor - but received an inability to process the request. Am I suppose to write a formal hand written letter?

Obviously you've missed some steps that are probably listed in your state's expungement code section(s) (which you fail to cite), as in writing a correct motion and filing it in the correct court. Every one of the 50 U.S. states probably has a sightly different expungement procedure... so we get to guess your state. I'm guessing you're in Alaska. Sadly I don't know Alaska's expungement law. Perhaps someone who can read your mind better than I can will respond.
