yes you can be mad, but it won't do you any good, you'll have to suck it up and move on, or quit

Mad..sure for a little bit. But then you put on your big boy pants and have a calm, collected sit down with you manager to find out what you need to do to position yourself better for the next time a similar position opens up. The problem is that until you are actually given a job offer and then you accept, you deserve nor can count on any job (even if you were told it was yours). For all you know, the person that was hired had more of the qualifications they were looking for, in which case your promise goes out the window since the other person earned that job more than you did. So, find out what you need to do - maybe it is taking a leadership course, maybe they need a different skill set then the one you possess.
