Should I be done with this guy?

I’ve been out 3 times with a guy over the last 6-7 months and he told me that he’s not looking for anything serious right now and that he’s living with his friends now and wants to live his single years (was in a relationship for 5 1/2 years through college!) so I hadn’t talked to him in a couple months so I decided to text him Wednesday and i said hey stranger, and we small talked for a bit, and into Thursday. Long story short, I asked him what he was up too his weekend and that we should go out and he said we should! And that he was gonna be on a MainStreet (we were talking about earlier) In our city for a surprise bday party then I said ok I’ll bring friends it’ll be fun! Then he said to let him know if i go there then we didn’t talk Friday so Saturday afternoon I texted him to see if he was still gonna be there and he didn’t respond. Should I be done with him completely?? I also look at it like he doesn’t owe me anything but I think it’s rude to not respond esp when he said to let him know if I go there.
