Can I place a bet of say, £10,000 on a almost guaranteed outcome, and rake in a tidy profit? Say something of odds 1.02/1.?
If I was to place a bet of £10,000 on an in game football game, whereby one team was playing another team, who they were thrashing at least 5-0 with merely a few minutes to go, which, being usually around a 1.02/1 payout, would pay out a neat £200, would there be measures in place to stop me from either placing this bet, or cashing out all my money?

Most of the time you would make a small profit, but if you did it regularly it would almost surely have a large loss from time to time.
Most people would not consider £200 a "tidy profit" when risking £10,000.

It would depend upon where you were making your bet.
