    Not sure what it is called but I guess it could be free scrolling since all you do at that point is move the mouse & you scroll vs having to use arrow keys or the scroll on the mouse itself.

    i call it a mouse scroll wherever thingie.

    once you see it move your mouse up or down or left or right and you'll scroll without the need to press any buttons
