Would you consider 40 degrees Fahrenheit cold?

I personally would say it's chilly enough for a jacket, but I wouldn't say it's that cold, because where I live we have several days in the 40s in winter, and I have worn shorts and a short sleeve t-shirt with a jacket while going outside in this temperature.

Update:

Also, we have a lot of days, in which it gets even colder than 40 degrees Fahrenheit. Therefore, I would consider this temperature to be chilly enough for a jacket, but not that cold, as it's above freezing, and I've experienced even colder temperatures by 25-30 degrees colder.

    40 in November is different from 40 in April, at least for me. I will bundle un in the fall, but in the spring, the sun is at least warm.

    Not particularly cold. We get negative temperatures here sometimes

    Yes. It also depends on if the sun is shining, or not.

    Yes! That's like freezing! Winter coat, hat, gloves, boots.
